THE WOODBURY COUNTY ATTORNEY SAYS THERE IS NO CONFLICT OF INTEREST FOR THE WOODBURY COUNTY SUPERVISORS TO SELECT AN ACCOUNTING FIRM TO AUDIT THE GAMBLING OPERATIONS OF SIOUX CITY ENTERTAINMENT.

S-C-E WILL MANAGE THE HARD ROCK CASINO AND IS PARTNERED WITH MISSOURI RIVER HISTORICAL DEVELOPMENT, THE NON-PROFIT LICENSE HOLDER OF THE CASINO.

THREE COUNTY SUPERVISORS, MARK MONSON, JACKIE SMITH AND LARRY CLAUSEN, ARE MEMBERS OF MRHD AND MONSON IS ITS HEAD OFFICER.

COUNTY ATTORNEY PATRICK JENNINGS OPINION ON THE MATTER STATED THAT HE BELIEVES THERE IS NO CONFLICT OF INTEREST, BECAUSE THE SUPERVISORS MERELY SELECT THE ACCOUNTANTS, BUT HAVE NO REGULATORY AUTHORITY OVER THE GAMBLING LICENSEE OR THE AUDIT, AND DO NOT REVIEW THE AUDIT.
